CPA Organises Rule of Law and Innovation Forum at Global Business and Law Conference 2026

On 15 September 2026, the Rule of Law and Innovation Forum was held during the Global Business and Law Conference 2026 in Haikou, Hainan province, China. The forum was hosted by China Council for the Promotion of International Trade (CCPIT) and organised by our firm China Patent Agent (H.K.) Ltd. (CPA).

The opening remarks session, moderated by CPA chairman Mr. Yu Yi, was addressed by Mr. Liu Jiannan, vice chairman of the CCPIT, and Mr. Yuan Xueshi, deputy director of Department of Justice of Hainan Province. CCPIT vice chairman Mr. Liu in his remarks stated that efforts should be made to leverage digital and intelligent technologies to enhance the effectiveness of synergistic protection, to engage in the formulation of global intellectual property (IP) rules adopting open and cooperative approaches, and to empower industries to facilitate the commercialisation of innovation achievements, thereby contributing to a more just and equitable global IP governance system.

During the forum, keynote speeches were delivered by Dr. Ralf Hack, reporter general of AIPPI (International Association for the Protection of Intellectual Property); Judge Du Weike, deputy chief judge of the Third Civil Division of the Supreme People's Court; and Mr. Xia Tao, director of the Examination Policy Division of the Department of Treaty and Law at the China National Intellectual Property Administration (CNIPA). Judge Du in his speech emphasised the need to uphold strict protection and collaborative governance, to empower new quality productive forces through high-quality adjudication, and to develop the country into a preferred jurisdiction for judicial protection of IP rights by promoting institutional opening-up.

In the roundtable session with the theme of "Building a Full-chain Intellectual Property Empowerment System to Boost Industrial Innovation and Development of New Quality Productive Forces", which was moderated by CPA deputy general manager Mr. Hu Gang, participants comprising Ms. Mi Yao, vice president of ZTE Corporation; Ms. Hao Min, professor at China Foreign Affairs University; Mr. Guo Xiaojun, secretary general of AIPPI China; Ms. Li Huihui, general manager of Danzhou Tourism and Culture Investment Development Group; and Mr. Norimitsu Mori, chief representative of Beijing Office of Mori Hamada & Matsumoto, exchanged views and addressed issues concerning weak links in the IP full chain and rules for rights protection in the digital and intelligent era, among others.

The forum was attended by more than 150 representatives from relevant government departments, international organisations, business associations, legal firms, and enterprises.
